My key snapped off in the lock. Is that still a lockout call?

It starts the same way and adds one step. The broken blade is removed with extraction tools that grip it and draw it out, rather than pushing it deeper, and then the door is opened normally. A key rarely breaks in a healthy cylinder, so the locksmith checks the pins and springs afterwards and cleans or services the cylinder if wear caused it. A new key is cut from the two halves or from the code, since a weakened copy would snap again.

How long does a business lockout take?

It depends on the hardware and what else is wired to it. A standard storefront cylinder or office lever on a well-hung door is often a short job once authority is confirmed. My lock is the homeowner-rekeyable type but the working key is lost. Can it still be reset?

Yes. Those cylinders let an owner change the key with a small learn tool, but only while a working key is in hand. Without one, a design such as Kwikset SmartKey is removed and placed in its own reset fixture, returning it to a blank state; other cylinder types are rekeyed by their own method instead.
